The European Union has agreed to reopen its borders for vaccinated travelers later this summer, but confusingly, their guidance is not mandatory for member countries. As a result, some countries have already opened their borders while others remain closed. To help you stay on top of things, check out which countries are currently open to American tourists and what they may need here.

Where can American tourists go in Europe?

While the majority of European countries follow EU directives and for “non-essential” travel (z will be announced next week). However, the following tourism-dependent countries are open to tourists early:

  • Bosnia and Herzegovina is open to American touristsHowever, a negative PCR test for COVID must be carried out at least 48 hours prior to arrival. The country advises tourists to follow social distancing guidelines and wear masks when social distancing is not an option.
  • Croatia has has reopened its borders to US citizensprovided they can show that they are either fully vaccinated, or had a negative PCR test 48 hours prior to arrival, or have recovered from COVID-19 in the past 180 days. Children under two years of age are exempt from the exam.

  • France emerges from a long year of closings with many tourist destinations opening in June (the Eiffel Tower opens on July 16).   • Greece borders open as early as April, and travelers who are fully vaccinated at least 14 days before their arrival do not need to be quarantined.   • Italy has a mandatory 10-day quarantine, but tourists can bypass this requirement by using “Covid-tested flights” from the USA to Italy. Under the program, travelers to Italy are required to take a COVID-19 test no later than 48 hours before boarding and again upon arrival.
  • Kosovo is still half-locked, with curfews at 10:30 pm, but they accept American tourists provided they can demonstrate a negative PCR test for 72 hours before entering the country.
  • Serbia welcomes travelers who can present a negative rapid PCR or antigen test within 48 hours of arrival. There are no curfews, but social distancing remains in place.
  • Spain accepts vaccinated tourists from outside the EU from today. Accepted vaccines are limited to Pfizer, Moderna, AstraZeneca, and Johnson & Johnson.
  • Turkey is open to American travelers who have a negative PCR test 72 hours before their flight. There is also a 10 p.m. curfew, but tourists are exempt from this restriction.
  • The UK uses a color-coded system that has more stringent restrictions in some countries and includes the United States, which is on a “yellow list”. Unfortunately, this means that Americans a. need to fill out Passenger search form, do a PCR test 72 hours before arrival and go to a 10-day quarantine – even if you have already been vaccinated. Lots of observers expect the restrictions to be lifted shortly, although it is not yet exactly clear when that could be.
