Louisiana restores masks mandate to fight Delta variant

In response to rising coronavirus case numbers and hospitalizations, Louisiana became the nation’s second state on Monday to revive its mask mandate.

The order, which will remain in effect until at least September 1, instructs residents to wear masks in indoor public spaces regardless of their vaccination status, and includes students from kindergarten to college. Louisiana joins Nevada as the only state to reinstate the mask mandate, although Nevada’s order only applies to counties with high transmission rates.

“The data in Louisiana clearly indicates the gravity of our situation and the urgency to act now,” said Dr. Joseph Kanter, the state health commissioner, in a statement from Governor John Bel Edwards’ office announcing the mandate.

Louisiana originally recommended that all residents wear masks indoors on July 23 to combat the spread of the Delta variant. The recommendation suggested that stricter measures could be taken later if the coronavirus outbreak continues to worsen.

On Monday, the Department of Health and Welfare measured that nearly 14% of Louisiana’s hospital beds are used for Covid patients and found that nearly 19% of all hospital patients in the state have the coronavirus.

Data from Johns Hopkins University shows Louisiana recorded 4,119 new coronavirus cases last week a seven-day average, a sharp increase from the state’s daily average of 2,414 new cases from July 18 to July 25. The governor’s office said the state’s case growth rate, percentage positivity and hospital admissions are currently experiencing “the worst surge” in the pandemic.

The order calls for face coverings for anyone over five years of age and calls for increased vaccinations to prevent the virus from spreading. According to the CDC, Louisiana has the fourth lowest rate of first-time vaccine administered in the country, with nearly 51% of Louisiana residents over the age of 12 receiving at least one vaccination on Monday.

But the CDC also reported Monday that Louisiana issued about 12,100 first doses a day last week, up 51% from the week before.

“We have the tools we need to slow the spread of COVID-19 in our communities and save lives, and I ask the unvaccinated Louisians to get their vaccination as soon as possible to protect themselves,” said Edwards in the statement.

Sometimes you need a day off. Sometimes you don’t need a day off, but you still take one. If you are concerned about what exercise means to you, you may feel worried or guilty: Am I being a lazy man? Am I losing all of my winnings?

Of course not! A day off doesn’t define who you are. But these feelings are pretty common and I felt them myself. Here are a few things to remember when I start questioning my commitment to fitness.

One day doesn’t matter

Being strong or fit or getting in shape is a year-long, if not a lifelong goal. Will you look back on that day with regret in five years? You probably won’t even remember it happened.

Tomorrow is a new day, so don’t fall into the trap of ruining your entire week or your entire exercise program. Either skip the day or do it tomorrow, whichever makes your way into the future easier. (Not sure? Just skip it.)

Rest is useful

A well-designed program usually includes at least one day of rest per week; some programs can even have three or four. All are perfectly valid methods of exercising. So if you take three days of rest this week instead of two, it’s not that the rest of your hard work is in vain.

Your body will make good use of this rest anyway. Some people will say that a certain number of days of rest per week are necessary; I don’t know if this is really the case as long as your fatigue is treated well. Regardless of whether you need a day off, your body can still use one for extra rest. You will feel fresher the day you return.

Focus on consistency

A big part of the reason why one day doesn’t matter is because it matters in the long run consistency. If you’ve been doing all of your workouts for weeks and have to miss one this week, you are still the type of person who normally does all of their workouts.

You may be afraid that that one day off will take you down a slippery slope and that you will end up taking more days off. Well that is in your power! Decide how and when to get back on that horse. Plan your schedule for tomorrow or next week and make sure you can do the next few sessions.

Problem solving for next time

Why did you even take this rest day? If you’ve felt exhausted, you may need a more balanced exercise regimen that doesn’t make you feel that way. Or if you fear a particular workout, it might be a sign that something needs to be changed – either the workout or your mindset. For example, if you always skip workouts with box jumps, There are ways to overcome this fear.

Just a time management problem? Try some of these tips for regular exercise even if your schedule is already full.

Consider your overall plan

Or maybe you feel guilty about missing out on many days. This is a sign that you are on a path that is not sustainable. Are you so stressed out from work that you don’t feel motivated to exercise? You may need more than a day’s break from training to see if that relieves the extra pressure. Or maybe you need to lift before work instead of after work to see if that gives you enough lift to get through a stressful day. Or maybe you just need to solve the bigger problem in your life. (Do you talk to your boss about your workload? Are you starting to find a new job?)

Bottom Line: If you feel guilty about missing a day because it symbolizes other things in your life to you, zoom out and see what you can do to fix those other things to avoid failure of one Training day can turn into its own trivial problem unrelated to the issues that are actually stressing you out.

The right way to make tomato soup from a can of tomato paste

A grilled cheese sandwich is a good quick lunch, but a little tomato soup on the side (for dipping and sipping) makes it feel like a real meal. There’s nothing wrong with heating up a can of Amys, but I’m much more likely to have a couple of cans of tomato paste in my pantry instead of a full-fledged soup.

The taste-price ratio of tomato paste is hard to beat. For around 99 cents per can, with tomato paste you get a concentrated tomato product with a deep tomato flavor. For another dollar (or sometimes less), you can buy some broth. Dilute the paste with the broth and you have soup.

Of course, I’ve refined the process a bit. I cook the tomato paste before adding liquid to give it a deeper, darker flavor, and finish the soup with cream to give it a plump body. There’s a little salt and sugar too, but you can go even fancier with the condiments if you’d like.

The following recipe will make enough soup for one person, but you can enlarge it to your liking. (Save leftover paste for pasta or rice or a Bloody Maria.) To do it you will need:

  • Half a can of tomato paste (about 5 tablespoons)
  • 1 cup of broth of your choice (you probably won’t use all of it)
  • 1/2 teaspoon of sugar
  • 1/4 teaspoon salt (omit if your broth is very salty)
  • 1 tablespoon of heavy cream
  • Optional: garlic powder, onion powder, MSG, white pepper, oregano, or any other herb or spice you like; season to taste

Put the paste in a small saucepan and cook it over medium heat until it darkens and sticks to the pan. Keeping it moving, spread it out and scrape it open with a wooden spoon or flexible spatula so it doesn’t burn. Once it’s darkened a shade or two, add half a cup of broth and stir until smooth. Add salt and sugar, then stir in more broth until the soup is as thick or thin as you want it to be. Remove from heat, stir in a tablespoon of cream and season if necessary. Serve with your finest grilled cheese sandwich.

US stocks gave up early gains and slid near the flat line on Monday as investors seek to build six positive months in a row for the broader market.

The Dow Jones Industrial Average was down just 7 points and the S&P 500 was up 0.1%, far from its session highs. The Nasdaq Composite gained 0.3%. The S&P 500 and Dow threatened to hit new all-time highs earlier in the session.

The last July reading for IHS Markit’s manufacturing purchasing managers’ index was 63.4 on Monday, up from the provisional 63.1 and June result of 62.1. Kathy Jones, chief fixed income strategist at Charles Schwab, said concerns about the slowdown in growth and the delta variant could be reasons yields are falling, but she still cannot explain current levels for bonds.

An overall strong earnings season continues to provide tailwind for the market. According to FactSet, 88% of the reported S&P 500 companies exceeded EPS estimates. For the second quarter, the S&P 500 is well on its way to posting earnings growth of 85.1%, which would be the best growth rate since 2009, according to FactSet.

The first day of trading in August comes with more big profits. Lyft, Amgen, Uber, CVS Health, General Motors and Roku are all reporting quarterly results this week.

A big minus in earnings season was Amazon, which fell nearly 7.6% on Friday after the tech giant reported its first quarterly loss of revenue in three years and issued weaker forecasts. The stock was little changed on Monday.

The government’s weekly review of initial jobless claims and the July employment report will be released on Thursday and Friday, respectively. What to see on Amazon Prime Video in August 2021

Adam Driver’s next role is a far cry from Kylo Ren. In Annette, French director Leos Carax’s new artistic film (The Unveiling Holy Motors You Should Check Out Now; it streams for free), he plays a poisonous, controlling husband to a woman played by Marion Cotillard; Their bond grows even more fragile after the birth of their first child, which is … unusual to say the least (no spoilers, but it’s a choice).

When the film screened at the Cannes Film Festival earlier this summer, the reception caught Twitter’s attention for a full day, not because the critics were head over heels for it (reactions were mixed and it failed to win the prestigious Palm D’Or — that went to a movie called Titane, in which a woman is having sex with a car– although Carax took home the award for best director), but because of a scene in which Adam Driver sings, uh, ladyparts during oral sex in Marion Cotillards. Actually, he does this twice. Did I mention this is a musical? With music by the rock duo Sparks?

Annette isn’t exactly made for the same amount of Amazon Prime subscribers as last month’s shlock sci-fi thriller The Tomorrow War, but it definitely shows the streamer’s reach: this risk-taking film from a child prodigy will be out in August coming on duty 20, just a week before Pete the Cat: Back to School Operetta.

Also this month: Val (August 6), an insightful documentary about the life, career and health struggles of Val Kilmer, taken from footage he shot himself over decades, and The Courier (August 27), a Benedict Cumberbatch spy thriller with the true story of a civilian recruited as a spy for the British Government at the height of the Cold War.
