New York Health Commissioner Dr. Howard Zucker on Friday defended the state’s decision in March to force nursing homes to admit hospital residents with the coronavirus, blaming staff for spreading the virus.

The guideline, enacted on March 25, banned nursing homes from refusing admission or readmission to residents infected with Covid-19. The policy also banned nursing homes from testing patients prior to entry, NBC News reported. The policy was reversed later in May.

Zucker said Friday that at the time, the coronavirus hospitalization rate in New York was increasing “at an astounding rate” and capacity in the state’s intensive care units was running low. By allowing residents to return to the nursing homes, it helped protect the health system from collapse, he said.

“You can only verify a decision based on the facts you had at the time,” Zucker said during a press conference next to New York Governor Andrew Cuomo. “And with the facts we had at the time, it was the right decision from a public health perspective.”

Zucker said the decision was based on recommendations from the Centers for Disease Control and Prevention, issued at the time, that nursing homes should accept all residents who would normally accept them, including those diagnosed with Covid-19, for as long Precautions have been taken.

A CDC spokesman was not immediately available to comment on Zucker’s remarks.

“What if we hadn’t done it on March 25? Hospital beds, which ultimately saved lives, would not have been available because they would have been occupied by someone who could have been discharged,” Zucker said. “We made the right public health decision then and, given the same facts, we would make the same decisions again.”

The Covid-19 patients who returned to the nursing homes were likely not contagious according to the CDC’s guidelines at the time and were separated from other residents. Zucker added that state law requires nursing homes to refuse residents if they are unable to properly care for them.

“We simply said that you cannot refuse admission because of the Covid status,” he said. “We never said you had to accept, we said you couldn’t deny.”

The state’s top health official comes as the Cuomo government faces bipartisan criticism of the treatment of Covid-19 deaths in the nursing home. An investigation by New York Attorney General Letitia James published in late January found that the New York Department of Health signed up to 50% of deaths from Covid-19 in nursing homes.

On Friday, Cuomo and Zucker said most of the spread of the virus was not due to the Covid-positive resident, but from the staff who look after them.

“Covid came from the staff in the nursing homes. They got it at home, they got it at the supermarket, they went to work and they brought Covid with them,” Cuomo said.

However, Cuomo has aggressively defended the state’s census, stating that these deaths were counted as part of hospital deaths rather than nursing homes. The Democratic governor has apologized for “creating a void” by not providing enough information quickly enough and by not fighting against misinformation.

“Twitter, false reports, will eventually become a reality,” said Cuomo. “Social media, 24-hour news network, if you don’t correct it, it’ll repeat … and then people will think it’s true.”

In August, prosecutors under the Trump administration requested information about the deaths in New York nursing homes that Cuomo has criticized as politically motivated. The state legislature also asked for similar information, but the Cuomo government postponed that request to focus on that of the Justice Department, the governor said.

One of Cuomo’s top advisors, Melissa DeRosa, reportedly told Democratic lawmakers that the governor’s administration was “frozen” at their request because they feared the data would be used against them by the Justice Department, Associated Press reported.

DeRosa has since tried to clarify her comments, stating in a statement last week that she was trying to tell lawmakers that they need to focus on the Justice Department’s request first.

“We were comprehensive and transparent in our responses to the DOJ and had to immediately focus our resources on the introduction of the second wave and the vaccine,” DeRosa said in the statement. “As I said when I called the legislature, we weren’t able to respond to your request as quickly as anyone would have liked.”

GST voucher cash

The GST Voucher – Cash is given to Singaporeans with lower incomes. To qualify for the 2021 payout, you must meet the following criteria:

  • You must be a citizen of Singapore and reside in Singapore.
  • You must be at least 21 years old in 2021.
  • Your 2019 IRAS (Assessable Income (AI) year of assessment (YA) 2020) earned income cannot exceed USD 28,000.
  • The Annual Value (AV) of your home (as stated on your NRIC) as of December 31, 2020 cannot exceed $ 21,000. and
  • You are not allowed to own more than one property

To check your eligibility, you can log into the GST Voucher website after June 1, 2021. Eligible Singaporeans will also be notified in June 2021.

For those who are eligible and have previously received the GST Voucher Cash, the payment will be automatically credited to you in 2021. For those who are newly eligible, you can register from June 1, 2021. The last day you sign up for the GST voucher 2021 is April 30, 2022.

Individuals who qualify expect $ 350 or $ 500 (including the $ 200 special payment) depending on their home AV.

GST Voucher-MediSave

While GST 20 Voucher-MediSave is not mentioned in the 2021 budget, eligible seniors will continue to receive MediSave top-ups as part of the permanent GST Voucher program.

Only HDB households are entitled to the GST Voucher-U-Save. To receive the GST Voucher-U-Save, your household must meet the following conditions:

  • If you own and live in your HDB apartment, there must be at least one Singapore citizen owner or user in the apartment. or
  • If you are partially renting out the HDB condo that you own and live in, there must be at least one Singapore citizen owner or user in the home. or
  • If you rent an entire apartment, there must be at least one tenant in Singapore.
  • And immediate family members living in the same apartment may not own or be interested in more than one property.

The GST Voucher-U-Save discounts are issued quarterly in April, July and October and in January of the following year to help Singapore HDB households settle their utility bills. The discounts are credited directly to the HDB apartment’s pension account.

Lift Heavy To Build Muscle: This is advice you’ve probably seen in a million places. But how difficult is “difficult” and how do you know whether your training is qualified?

There is no specific number of pounds that are “heavy” for everyone. What is hard for a young girl picking up a dumbbell for the first time is much less than what is hard for a strong professional. (If you want to compare your elevators with other people, e.g. Symmetrical strength can show where you stand – but please just look at these compositions for fun.)

“Heavy” workout is an abbreviation for strength training that is in a low rep range and gets heavier over time. This is the type of workout that will give you the greatest gains in strength and muscle size.

Exercising this way isn’t the only way to build muscle, but it is very effective. So let’s look at what counts as heavy training and what is not.

How many reps do you do?

For strength training, you typically do 1-5 Repetitions in every sentence. Training for hypertrophy (larger muscles) is often in the 8 to 12 range.

The truth is that there isn’t much of a difference in results between the two; Getting stronger gives you bigger muscles and as you get bigger you get stronger. I would say as long as you are doing 12 reps or less you are in a reasonable range to say you are working out hard.

Once you do a lot more than that – 15, 20, 50 reps – you’re training your muscular endurance more than strength. You can build some strength this way, but it doesn’t really count as heavy workout.

How heavy does the set feel?

Okay, let’s say you’re doing a set of 8 squats. That might count, but only if you load the squats so far that it is difficult to do 8 of them.

With some exercises and goals, you may strive for failure – literally, until you can’t do another repetition. An example would be if you could do 8 bicep curls and not create a ninth.

But you can also get close to failure without going there. For example, doing squats can do a set of 8 with a weight that you can push out 10 or 11 reps of if you’ve really pushed yourself. That still counts as heavy training.

What doesn’t count if you do eight reps of cup squats with a light dumbbell because it’s the only dumbbell you have or because you’re intimidated into gaining weight. Heavy lifting is when you are doing the appropriate rep range with a weight that is challenging within that range.

Do you gain weight over time?

The only way to keep the lift challenging as you get stronger is to keep adding the weight.

To use our cup squat example, squatting with a 20 pound dumbbell may have been a challenge when you first tried it. But a week or two later, you can probably do the same eight repetitions with a 25-pound dumbbell. In brief, doing front squats with a barbell may make more sense to make adding more weight easier. You lift heavily.

But if you’re doing the same sets of 8 squats over and over with the same 20-pound dumbbell, you’re not efficiently challenging yourself to build muscle or strength – you’re just doing an exercise that just keeps getting easier. This is still good for you because it’s still movement, but it no longer fits the description of heavy lifting.

Do you rest between sets?

This is where a lot of people make mistakes, especially when exercising at home or worried about burning calories while exercising. We don’t lift heavy for calorie burning during exercise; We do heavy lifting to build muscle and we hold the cardio for another day.

If you are constantly working to keep your heart rate high and have little to no time to rest between exercises, you are not exercising heavily. It is more likely that you are doing circuit training. Crossfit-Metod-WODs often fall into this category, as do many home exercise videos that bill themselves as high-intensity interval training (HIIT). They’re usually not true HIIT, but that’s a joke for another time.

Failure to rest means you won’t approach each elevator when you’re fresh. When you reduce rest periods, the workouts feel more difficult, but you also work with less weight. That is, they usually don’t fit our definition. While they can help you gain strength or muscle size, they are nowhere near as efficient as heavy lifting.

If you take a few minutes off between exercises, you will lift heavily. A typical range is 2 to 4 minutes between exercises that work smaller or fewer muscles (like curling or clenching) and 3 to 5 minutes or more between sets of large compound exercises (like squats or deadlifts). You can lift heavily with adequate rest.

  • SmartTag Plus: The more advanced SmartTag Plus communicates using ultra-broadband signals (UWB). The only Samsung devices that support UWB connections are the Note 20 Ultra and the upcoming Galaxy S21 Plus and S21 Ultra. However, users can see exactly where the SmartTag Plus is located. The SmartThings Find app even includes AR-based instructions to help you find a missing SmartTag Plus – similar to a waypoint marker in a video game.

President Joe Biden said Friday that after fighting the coronavirus pandemic, his government will fight another deadly disease: cancer.

“I want you to know that once we defeat Covid, we will do everything we can to end cancer as we know it,” Biden said in a speech after opening the massive Pfon coronavirus vaccine manufacturing facility in Kalamazoo, Michigan.

According to the National Center for Health Statistics, cancer is the second leading cause of death in the United States. Almost 600,000 people will die of cancer in 2019. Nearly 1.9 million new cancer cases will be diagnosed in the US in 2021, American Cancer Society researchers estimate.

One of Biden’s sons, Beau Biden, died of an aggressive form of brain tumor at the age of 46.

Biden said two White House offices, the Science and Technology Advisory Council and the Science and Technology Policy Bureau, will be involved in developing an “advanced research effort into cancer and other diseases.”

Dr. Eric Lander, the director of the Broad Institute of MIT and Harvard University, will jointly lead both offices, Biden said.

The president compared the initiative to DARPA, the Pentagon agency charged with testing new technologies.

As a presidential candidate, Biden suggested creating such an agency as part of his platform’s Made in America plank. Its campaign website called it the Advanced Research Projects Agency for Health, or ARPA-H.

Then-candidate Biden reportedly raised the proposal frequently at fundraisers for private campaigns, though he rarely spoke about it at public events.

Biden’s forward-looking announcement seemed to send the message that his government has gotten a better grip on the pandemic.

That message was underscored by the location he intended to deliver it to: a 1,300 acre vaccine manufacturing facility where millions of doses of Pfizer’s Covid vaccine are manufactured, packaged, frozen and shipped.

“We’re now at a point where the average daily number of people vaccinated has nearly doubled since the week before I took office, to an average of 1.7 million per day,” said Biden, adding: ” We’re on track to exceed my commitment to “administer 100 million shots in his first 100 days as president”.

But “despite the progress, we are still in the teeth of a pandemic,” warned Biden.

He noted that new strains of the virus are emerging and that the U.S. is poised to soon pass the grim milestone of 500,000 deaths from Covid.

“If there is one message that needs to be given to everyone in this country, it is this: The vaccines are safe. Please take the vaccine for yourself, your family, your community, this country, when it is your turn and are available, “said Biden.

Biden urged Americans to continue taking precautions for their health and safety, including hand washing, social distancing and wearing masks.

WASHINGTON – President Joe Biden pledged on Friday to repair what he described as “strained” relations with European allies and NATO partners as part of his predecessor’s “America first” foreign policy.

Addressing the annual Munich Security Conference, Biden said the United States will “regain our position as a trusted leader” and tell the virtual audience, “America is back.”

“I know, I know that the last few years of strain have put our transatlantic relationship to the test, but the United States is determined to get back to Europe,” Biden said, without naming former President Donald Trump.

“Our partnerships have endured and grown over the years because they are rooted in the richness of our shared democratic values. They are not transactions. They are not extractive. They are based on a vision of the future in which every voice matters.” Said Biden.

Biden, who rose to the nation’s highest office a month ago, also said the United States was fully committed to the NATO military alliance.

“An attack on one is an attack on all. That is our unwavering vow,” said Biden, referring to NATO’s mutual defense clause known as Article 5.

So far, the 30-strong alliance has invoked Article 5 only once – in defense of the United States after the September 11th terrorist attacks.

Biden’s remarks follow his administration’s debut this week at the NATO Defense Minister’s meeting. Secretary of Defense Lloyd Austin reiterated Washington’s commitment to the world’s most powerful military alliance and a more coordinated approach to global security.

Trump often disguised NATO members during his presidency and previously threatened to leave the alliance.

During a visit to NATO headquarters in Brussels in May 2017, Trump declined to reaffirm US commitment to the alliance’s Article 5 clause.

Speaking outside NATO’s 9/11 memorial, Trump thanked allies for their swift response to Article 5, but did not specifically say whether the US would do the same.

Two months later, Trump ended his conspicuous silence on the matter and said during a Rose Garden speech that he “commits the United States to Article 5”.

In December 2019, at the NATO leaders’ meeting in London, Trump reiterated that too many members were still not paying enough and threatened to cut US military support if the allies did not increase spending.

Trump pointed out to Chancellor Angela Merkel that she had failed to meet the target of 2% of GDP set at the 2014 NATO summit in Wales.

Old-fashioned ones are usually dark drinks made with brown liquors, but the basic format – alcohol, sugar, bitters, ice – can be applied to any high quality spirit, including pale ones. Really good gin doesn’t need much else – that’s why martinis are so popular – but the beauty of an old-fashioned or old-fashioned gin lies in its simple construction. (My love of gin is only matched by my love of not doing anything.)

You could make an old-fashioned gin with old sugar and it would be fine, but I took an extra step to make this cocktail lighter, sunnier, and a little more special. You may remember that I’m a huge fan of Stella Parks’ no-cook scrap fruit syrupsthat are extremely effortless and delicious. After making a pitcher of lemonade recently, I tossed the used lemon peel with sugar and let it hang until a beautifully fragrant yellow syrup collected at the bottom of the bowl. (Thank you, Osmose!)

I then mixed a teaspoon of the resulting syrup with a couple of ounces of Hendricks Lunar Gin, which lacks the cucumber flavor of the original but is offset by more citrus fruits. (Full disclosure: you sent me this gin.) Any gin would work with this syrup, however, as lemon and gin are two great flavors that go great together. You can stir everything (with ice) and strain it into a lowball with a large cube, or you can build it right into the glass and add broken ice to dilute and cool it on the spot. (I almost always choose the latter option because it’s the easiest.) To make this sunny, just cute enough old-fashioned one, you will need:

  • 2 ounces gin
  • 1 teaspoon Lemon syrup
  • 3 strokes of Angostura bitter

Pour everything into a lowball and stir, then add plenty of broken ice and stir again. This drink will be a bit hot at first, but it will get milder as the ice melts which is part of the trip in my opinion.
